Try this :

but I'm not sure that plasmoid will work,
because cmake compile executable file, but not library... May be KDE find cpu_freq_helper there.

My system have not libexec directory. Following paths are used:
/usr/lib/kde4/
/usr/share/apps/<plasmoid name>
/usr/share/config/
/usr/share/kde4/services/
All libs in /usr/lib/kde4/ have '.so' extention.

Looks superb, but on openSuSE 11.4 I get:
KAuth returned an error code: 3

Not sure what to do, since I don't get many info about that error code

May be need to copy this files for d-bus & polkit-1 correctly for your system.

Other files installed correctly?
Because, d-bus & polkit-1 don`t work without policy, actions, service and conf files.
