I love this theme - I use it for my laptop (I use the blue one on my desktop). I'm very satisfied with it.
I wanted to draw your attention to a typo in one of your filenames. "22x22/apps-extra/gpm-primary-060-chariging.png" should be "22x22/apps-extra/gpm-primary-060-charging.png" (i.e. there's a spurious "i" in the filename). It's causing the ugly gnome charging icon to appear every now and then.
Hope this helps! I love this icon set.

Then [in Ubuntu] go System > Preferences > Theme
Simply drag&drop the tar.bz2 file into the theme window and wait for the setup to be completed.
You will be prompted to use the new heme installed or to mantain your actual iconset.
If you experience some trouble installing this way, there is another "harder" way.
Extract the archive into your Desktop [right click on the tarball > Extract here].
Wait for the extraction to be completed, then open a terminal.
Prompt:
sudo cp -r /home/yourusername/Desktop/OxygenRefit2-green-version /home/yourusername/.icons
Just change "yourusername" with the username you have within Ubuntu [or any other Gnome DE OS].
Let me know if these solutions work.
