If you installed with gnome-tweak or other application, theme does not show because exracted wrong subsfolder.

In Ubuntu 18.10 top panel and dock have diffrent opacity level.

Hi, I checked. The top bar and dock transparency are the same. try reset the dock settings.

Please RUN as in Terminal.

RESET DOCK:

Command:
dconf reset -f /org/gnome/shell/extensions/dash-to-dock/

SHOW APP BUTTON AT TOP

Command:
gsettings set org.gnome.shell.extensions.dash-to-dock show-apps-at-top true

DISABLE CUSTOM DOCK SHRINK MODE

Command:
gsettings set org.gnome.shell.extensions.dash-to-dock custom-theme-shrink false

Thank You for the answer, but I'm afraid that problem occurs. I reset dock and it's still looks the same. It is best visible on the one color wallpaper.

I think this ubuntu-dock is being checked from the style-sheet.css file.

When I find a solution for this, I'll add fix. Thanks for reporting.

I and many other themers are becoming supporter of Opendesktop. By joining you -yourself- can give a way plings to others you appreciate. It is actually very rewarding to financially aid others. Opendesktop has been aiding us (via plings) quit substancially. It is about time we give a little back. And at the same time this site can remain viable again.
