Blur and Transparent Dark Plasma Theme. It dominates a Very dark (mostly black) blue (Panel Background, Background Dialogs, Tooltip ...), in combination with Dark cyan, Pure (or mostly pure) cyan and Moderate blue color.

Based on Default Breeze Icons, with elements from the Papirus Icon Theme (just some icons from the "Actions" folder)
The Session icons (Lock, Logout, Switch User), as well as System Icons (Suspend, Hybernate, Reboot, Shut Down) have been changed.These icons and Folder icons are in color-gradient, consistent with the "Inspiration" Plasma Theme. It can be seen on screenshots.

Do you have the Look and Feel Theme "Inspiration" installed?
If yes, then:
Home (Hidden Files)> .local > share > plasma > look-and-feel > Inspiration > contens > splash.kml
