Install:

While it may seem a convenience to allow this on the service menu, you should stop and think if you want users to be changing file permissions without first understanding the concepts behind the permissions dialog.

kde can do this job for you as you can define the filetypes for the servicemenu in the .desktop file

Would it be possible to have it detect whether the file is executable, and show either "make file executable" or "make file not executable" in the Action menu, rather than placing both actions in a submenu? Or is that too complex for servicemenus?
