This works great thanks! In order for dolphin, system settings, or other apps to work you need to enable Active Opacity for them. Refer to my reply to below. - Jul 28 2019

I ran into the same issue. In order for blur to work with dolphin you need to enable Active Opacity which I have it to 85% (Right click on top of Dolphin>More Actions>Special Application settings>Appearance and fixes>Active Opacity>Force - Jul 28 2019
