so, there are already icons in any size which can be used for any purpose.
and since
1) gnome is the most popular DE
2) faenza is a GNOME icon theme
3) it is probable that other DEs will change their look too
i think it makes more sense to do icons for all major applications first and then worry about details.
but i promise you that, as soon as that target is reached, the first thing i will do is these small-sized icons:)

however, the 16px, 22px and 24px application icons are used ONLY in gnome panels/menus, which will disappear from most gnome desktops within the next months, since both gnome shell and unity shell don't use them.
having this in mind it doesn't make much sense doing icons in 3 sizes if 2 of them probably won't be used by anyone.
so what i did is exporting the "big" icons to all png-sizes which causes the small discrepancies between my small icons and the official ones. this provides small-sized icons to gnome2-users, which aren't perfect but good enough to be used on the system.
i didn't check it, but i guess faenza-variants does the same.
i am probably not going to fix this because:
1) 99% of all users don't notice it
2) it would take me too much time which i can use to do icons for more applications
3) the small-sized application-icons will die with the gnome2 desktop
by the way, this problem is mentioned in the "known issues" in the "INFO.txt" (which nobody reads^^). - Apr 21 2011

i'll leave the "inherits" this way since everyone can customize it the way he wants. however, i added this to the description.

No idea why or how this happened but it's unlikely the script did that...
I don't think it is possible to undo the script. Maybe the best thing is to delete the Faenza icons, reinstall them and try to install the libo-icons once more.
By the way V2.1 isn't the newest version, there's V3 now:
