Your configure option gave some new insight. Now it gives the error:
checking if UIC has KDE plugins available... no
configure: error: you need to install kdelibs first.
I have all the proper KDE libs installed. I've googled this specific error and it seems that it is *very* common when compiling KDE apps. Unfortunately, no one seemed to have a viable solution.

I tried setting the included .png as the background, but there were still a lot of horrid button/minimized window backgrounds. How do I get rid of these? How did you remove the border from the minimized window buttons on the panel?
Also, do you have a corresponding theme that goes well with this?

That said, I think some of the names might be incorrect; for instance in Nautilus, my "up" icon was properly replaced, but the back and forward icons are still the old ones. Any chance this could be fixed?
