You must compile It. Sorry, I don't have a server so I just uploaded the source (cause, the binaries are too big for Gnome-look).

Search is ubuntu help and there is a good tutorial in how to make your own usplash and compile it.

You will need this:
gcc
libbogl-dev
usplash-dev

the, just MAKE it happen (read: run make in the directory).
