My system is an Ubuntu Feisty and runs with GTK 2.10.11. The Murrina-Vulcan GTK theme requires the Murrine engine to be installed.
If you have an Ubuntu Feisty or newer, do simply paste this command :

sudo apt-get install gtk2-engines-murrine

(may be working for another Debian-based system). Else, you should have a look on this page (official site) :
