You just need to install and apply the GTK theme as well. Extract the lithium.tar.gz from the zip archive somewhere, then open up your appearance properties.

Then, go to the 'Theme' tab, and drag 'n' drop the .tar.gz archive onto that window. That'll install it for you :) You can also apply it from in there through the 'Customize' button and then going to the 'Controls' tab.

As the panel is a pixmap job unfortunately there's not much that can be done about changing the background. If you use Compiz though you can change the opacity of the panel through ccsm, use the opacity plugin and add an entry for type=Dock - then set the opacity for whatever you please. :D - Oct 19 2009
