The JustBlue cursor theme added compatibility with the new cursor theme installer in its latest version, you could check how it did if you have problems.

It is actually quite simple, you'll only need to add an "index.theme" to your tarball, containing something like:

For KDE users, however, it would be much more practical to launch KControl then go to "Peripherals"->"Mouse"->"Mouse Themes" and then click on "Install new theme...". We just need compatible packages. - Jan 18 2004
