For gnome users: In the comments section, it states, "There is no known Gnome 3 application for setting the size of the mouse cursor". It goes on and states you should use dconf instead. I've found this to not be the case. You can manipulate those settings using gsettings instead.

Change the cursor theme: gsettings set org.gnome.desktop.interface cursor-theme ThemeName
Where ThemeName is the name of the theme

Change the cursor size: gsettings set org.gnome.desktop.interface cursor-size XX
Where XX is the pixel size
