Gentoo's ebuild ports system is all well and good, but any decent Linux distribution will allow you to CMMI. If you've taken the step to go with Gentoo, do yourself the favor and learn the configure, make, and make install process as well. Try this out from the tiblit source tree:
./configure --prefix=`kde-config --prefix` --disable-debug
That should bark back if you're missing a dependency. If it finishes, type make then make install as root. If you're lucky enough to have a 64 bit machine, append --enable-libsuffix=64 to command.

Thanks for the comments and suggestions. The configuration is being rewritten for 2.0. I personally like the transparent slider, I'm gonna keep that. As for the scrollbars, you've got the images, you're welcome to hack it to your liking for the arrows that appear on the scrollbars, look at widget-engine/pics
scrollbar-*slider*
files and remove as desired. Feel free to send me suggestion on email for new color options. I already have toolbuttons, radio buttons, and check boxes in the works. - Apr 08 2005

I never use konqueror as a browser, so I haven't fixed those yet. :) I see the form mode button problem, that I can fix, but gtk-qt can't keep up with the style yet. Especially with menus.

Turning on menu gradients in XRender mode allows menus to take advantage of the KPixmapEffect class. All those gradient types are usable by menus. - Feb 28 2005

My gut reaction would be to say the installation prefix is wrong. The kcs color-schemes directory wants to install kcs files inside the kdisplay/colorschemes directory. Quite a few distros use a unique path. Try:

If you've got a scheme that matches the scrollbar slider color to the groove color it does make it hard to see the scrollbar slider itself. I'll have to think about redoing the grooves, for now you could either change colors or open up scrollbar-*groove* in gimp and set all the image layers to about 40% transparency. From any type of user's perspective, GNU software overall is richer than the equivalent standard Sys V Unix stuff. Compare the GNU version of things like grep, awk, sed, and the like.
